Public Administration as a Service: EVB-IT Cloud to Modernize Offices

BMI and Bitkom agree on a new award contract. A multi-cloud approach aims to innovate public administration with SaaS and managed cloud services.

The Ministry of the Interior and the IT industry association Bitkom today agreed on a new contract for the award of cloud services. In it, the Federal Ministry and the Digital Association agree on the basis for the awarding of cloud contracts by the public administration.

Bitkom sees the advantages of the cloud in the modernization of the administrative infrastructure in the standardization, scalability and cost efficiency of the technology. The model contract helps the federal, state and local governments to procure goods in line with their needs and in a legally compliant manner.

The new “Supplementary Terms of Contract for the Procurement of IT Services” (EVB-IT) for the cloud provide for different solution models, which are divided into Infrastructure-as-a-Service, Platform-as-a-Service, Software-as-a-Service and Managed Cloud Services. In terms of data protection and IT security, the EVB-IT Cloud is based on the BSI’s C5 (Cloud Computing Compliance Criteria Catalogue), which also plays an important role in the financial sector’s cloud strategy.

Bitkom President Achim Berg sees a multi-cloud strategy as the key to success for modernizing administration. Furthermore, Berg says: “A standardized approach to the procurement of cloud solutions strengthens the digital sovereignty of the administration and creates clear guidelines and planning security for the digital economy.”
